My vessel has a 'good' class / flag - so why has a shift in regulator risk dropped my vessels' rating?

As with age as a risk factor, it’s an oversimplification to say that all vessels with a particular class or flag are either good or bad. Qi has a systematic process for evaluating class and flag performance and how they then go on to interact with other risk factors.
