Serious Incident Criteria
- Total loss of the ship
Any damage rendering the ship unseaworthy, including but not limited to:
- Fire, explosion and grounding
- Contact, heavy weather damage or ice damage
- Breakdown necessitating towage or shore assistance
- Pollution brought about by damage to vessel resulting in known damage to the environment
Non serious incident
- Breakdown or immobilization of ships in open water and not posing a danger to own or other vessel and proceeded on passage without outside assistance
- Serious incidents to vessels that could not reasonably have been prevented (Correctly anchored/berthed vessel hit by another vessel)
- Unforeseen natural events (Tsunamis, volcanic eruption) causing serious damage to a vessel
- A non-serious incident covers a minor scrape/knock where the ship’s service is not interrupted or where the ship is, for example, stranded on a sand bar for a short period and then floats off. It should not incorporate a loss of life, loss of ship or recorded pollution
IMO Incident Definitions
Marine incident
Means an occurrence or event caused by, or in connection with, the operations of a ship by which the ship or any person is imperilled, or as a result of which serious damage to the ship or structure or the environment might be caused.
An event that has resulted in any of the following:
- Death of, or serious injury to a person, that is caused by, or in connection with, the operations of a ship; or
- Loss of a person from a ship, that is caused by, or in connection with, the operations of a ship; or
- Loss, presumed loss or abandonment of a ship; or
- Material damage to a ship; or
- Stranding or disabling of a ship, or
- Involvement of a ship in a collision; or
- Material damage being caused by, or in connection with, the operation of a ship; or
- Damage to the environment brought about by the damage of a ship or ships being caused by, or in connection with, the operations of a ship or ships.
Serious incident
Means an incident that does not qualify as very serious and involves:
- Fire, explosion, grounding, contact, heavy weather damage, ice damage, hull cracking or suspected hull defect, etc., resulting in;
- Structural damage rendering the ship unseaworthy, such as penetration of the hull
- Underwater, immobilization of main engines, extensive accommodation damage etc.; or
- Pollution (regardless of quantity); and/or
- A breakdown necessitating towage or shore assistance.
Very serious incident
Means an incident to a ship which involves the total loss of the ship, loss of life or severe pollution.

Serious incident
Is a marine incident to a ship, as defined and results in:-
- Structural damage, rendering the ship unseaworthy, such as penetration of hull underwater, immobilization of main engines, extensive damage, etc.
- Breakdown.
- Total Loss.
- Any other undefined situation resulting in damage or financial loss which is considered to be serious.
Terminal Loss
Terminal loss (total loss) refers to a ship that has ceased to exist, either by virtue of the fact that the ship was irrecoverable or was broken up as a consequence of an incident.
